Ⅶ Implementation Campaigns and Training

For greater propagation and education on laws and policies regarding CWC implementation, NOI identified public campaigns as one of the priorities in its work in 2015. It called on local implementing authorities, businesses and industry associations to organize various types of education and training based on local conditions and business or industry characteristics. NOI published the Report on China's Efforts to Implement The Chemical Weapons Convention(2014)and the CWC Implementation-Responsibilities and Tasks;disclosed 31 information papers on MIIT website; commissioned China Controlled Chemicals Association(CCCA)to publish the Controlled Chemicals Newsletter, a monthly journal for businesses in the industry.

From November 14 to 28, the Recovered Clean Ground-Exhibition on the Disposal of Chemical Weapons Abandoned by Japan in China co-organized by JACW Project Offices of MFA and MND was held in the Military Museum of the Chinese People's Revolution. Person in the charge of MFA and MND delivered speeches during the opening ceremony of the exhibition which welcomed thousands of visitors.

From November 17 to 20, NOI held its National Implementation Training and Non-Proliferation Workshop in Beijing with representatives from provincial/municipal offices of MIIT, CCCA and businesses. During the meetings, work in 2015 was summarized, plans for 2016 was proposed, NOI officials clarified requirements on next steps of implementation priorities and trainings were provided regarding declaration, receiving inspection, controlled chemicals management, administrative permit reform and other key areas in implementing the CWC. Head of the Center for International Trade and Security of University of Georgia was invited to give a report on strategic trade control and its development trend. NOI had discussions with some producers, users, importers and exporters of controlled chemicals on better non-proliferation efforts.
