ABSTRACT

China's rapid urbanization increases the demand of urban land. But the urban construction land's spatial configuration is not unreasonable, mainly as urban construction land's spatial configuration is not balanced between city and rural area, and between regions. This phenomenon results the shortage of urban construction land more serious, and influence the future development of China's urbanization. In this paper, on the base of China's urban construction land shortage, it analyzes the economic reason and institutional reason of urban construction land shortage, and provide the suggestion of solve the land shortage in China's urbanization.

Firstly, this paper analyzes and reviews the land capitalization and the role of land in economy and urban development; more systematicly summarizes the role and dynamic mechanism of land use change in the process of urban development; and analyzes the dynamic mechanism of land resources in the urban agglomeration process from the perspective of spatial economics. In traditional economics, the land is the centrifugal force in urban development, the non-mobility of land resource obstracts urban development and aggrecation of product factor. But, this paper adds the land resource into the“Center-periphrey”model, extends the dynamicmechanism of the urban agglomeration, and finally gets the conclution: with the capitalization and securitization, tha land resource can become the centripetal force of urban development, and can accelerate the urbanization.

Since China' reform and opening up, there is great development in urbanization, outstanding performs as the continuous increase in the number of cities, rapid increase in urban population, and the continuous increase in urban land area. But with the futher acceleration of urbanization in China, the land demand of urban development is more and more; the aggregation effert of land in urbanization is gradually strengthening, so it should provide sufficient land resource for urban development, increase the urbanization and promote the aggregation effert of land. But currently China's urban construction land has two problems: one is the shortage of urban construction land and the urban construction land's spatial configuration is not unreasonable; the other is the use sufficient of urban construction land is low. The reason is that the backward of the urban construction land system. Since the reform and opening up, China has gradually established the system of compensated use of land, and and eatablished the land use planning policy, urban construction land use control policy and balance os arable land policy. But there are more problems, such as the backward of urban construction land system, the unreasonable of urban construction land distribution, and the non-mobility of land resource between city and rural area and between regions. These problems aggravate the shortage of China's urban construction land.

In order to solve the shortage of urban construction land, many local governments have the reform in urban construction land system, and have some effect in balance the urban construction land quota between regions and between urban and rural area. Among them, the representative is the compensated use of urban construction land convert quota of Zhejiang Province, and“the land note”of Chongqing City. But these reform still have many defects and deficiencies, the urban construction land flow is still within the region, and not extent to the whole country; the the urban construction land flow between urban and rural area have not considered the transfer of rural labor; the urban construction land market transcation have not the transcation platform; the land law and policy still have problem, ans so on. With the above research, and on the base of Land Capitalization and Transfer of Land Development Rights, this paper gives the suggestion to solve the shortage of urban construction land: build the urban construction land exchange market, to make the construction land quota can be exchange between regions and between urban and rural area.
