Abstract

The governance system and the modernization of governance capacity are the general goals of deepening reform in China. The modernization of the graduate education governance system is an important part of the modernization of the state governance system. The basic approach to speeding up the development of graduate education governance system and modernizing its governance capabilities in China is to fully stimulate the inherent vitality of social organization and effectively bring its superiority into full play.

From the perspective of social organization,this thesis discusses the issues of graduate education governance in-depth. Social organization is one of the main subjects of graduate education governance. Based on governance theory,organization theory,stakeholder theory and game theory,with the foundation of boundary of rights and responsibilities between social organization and other governance subjects,this paper theoretically constructs three basic behavior patterns of social organization in the governance of graduate education,the principal-agent model,the loose association model and the separation autonomy model,and analyzes the traits of the three. Among the three model,the principal-agent model and the loose association model are the top-down reform behavior of the government and other subjects. The separation autonomy model is the bottom-up reform behavior.

Using comparative analysis to analyze the behavior of social organization in the governance of graduate education under three different administrative systems,the United States,Britain and France,it is found that social organizations are the core force of graduate education governance in decentralized America. While in the United Kingdom,the situation is the government and the social organizations work together. And in the centralized system of France,the social organizations,with the government background,independently carry out graduate education governance activities under the guidance of the government. It is also found that the social organizations in these countries share commonalities in the aspects of conducting academic seminars,participating in policy formulation,providing advisory services,and independently implementing assessment.

This thesis systematically analyzes the operation modes and organizational functions of the Chinese Association of Degree and Graduate Education and the Chinese Association of Higher Education by using the organization theory,case analysis and the historical comparative method. It points out that social organizations in China should strengthen graduate education study,take the initiative to play a full part in political participation,carry out the third party evaluation,innovate the means of graduate education and management,perfect the construction of its own system and form a complete organizational system in order to make important contributions to the modernization of China’s graduate education governance system and governance capacity. In the new era,the Chinese Association of Degree and Graduate Education and the Chinese Association of Higher Education also face the challenges of how to strengthen their capacity building,play the role of a think tank,improve their service standards and enhance their international influence.

Based on a large number of interviews,literature review and comparative analysis both home and abroad,this thesis proposes that the separation autonomy mode is a rational choice for social organizations in graduate education in China,and it would make a difference. Under separation autonomy mode,the social organizations should establish a concept of independent operation,construct a sense of initiative service behavior,adopt a proactive approach and implement long-term service and action mechanisms. Social organizations should also use innovation as basis,improve the internal governance structure,deepen the reform as the core,strengthen the building of their own credibility,aim at the separation of management and evaluation,clarify the relationship with multiple subjects,improve services and enhance the construction of core competitiveness,build a harmonious relationship with multiple subjects.
