Configuring NIOC shares/limits based on VM requirements
One option to configure reservation for a group of VMs is using a network resource pool, but this works only to provide a reservation quota.
But with NIOC v3 there is also another option: just edit the VM settings and locate the network adapter card. You will notice the same Shares, Reservation, and Limit settings, typically for CPU and memory:

To have those options, there are some prerequisites:
- vDS version: Must be version 6.0.0 or later.
- NIOC version: Must be version 3.
- NIOC status: Must be enabled. See the Enabling/disabling Network I/O Control section for information on how to manage its status.
- VM traffic: The VMs system traffic needs a configured bandwidth reservation. See Configure Bandwidth Allocation for System Traffic (https://docs.vmware.com/en/VMware-vSphere/6.5/com.vmware.vsphere.networking.doc/GUID-491C1690-D32E-4940-AEA0-6E1C65D36B93.html#GUID-491C1690-D32E-4940-AEA0-6E1C65D36B93).
